Wind (off-shore) Technical
and Project Management Services




ORTECH has been involved in the only Canadian off-shore wind project with a PPA.  The developer was Windstream Energy and ORTECH acted as the Technical project manager. Also, a number of projects that ORTECH has worked on included projects on Islands. Those projects have similar technical challenges as off-shore wind projects.


Project Profile:

Windsteam Wolfe Islands Shoals Inc. (Windstream) was awarded a Feed-in Tariff (FIT) contract for a 300MW off-shore wind farm to be developed near Kingston, Ontario, Canada, southwest of Wolfe Island (“the project”). The Project will consist of placing approximately 60-130 wind turbine generators, depending on make and model, on crown leased surface area of Lake Ontario with an off-shore substation and connecting to the grid at the an existing onshore transformer station.  The project status is “on-hold” due to the government of Ontario need to further examine the science of placing turbines in the Great Lakes.  

ORTECH’s Roles:

ORTECH is the lead technical project manager and deeply involved in every aspect of the project including the following:

RFP Processes: ORTECH developed RFPs for various technical aspects of the project including creating the RFP scopes, requirements and criteria for vendors, vendor response evaluations, selection and award.  ORTECH ran RFPs for environmental permitting, meteorological towers, geophysical surveys, geotechnical, foundations and economic impact study.

Technology Review: ORTECH met with and assessed a number of wind turbine OEMs and other vendors that specialize in offshore wind projects.  After short listing 3 vendors, ORTECH worked with Windstream to further evaluate the vendors.

Civil and Electrical Engineering: ORTECH assisted Windstream with managing top tier civil and electrical engineering firms in developing various designs for this project including successfully receiving a connection to the electrical grid.

Logistical Issues: ORTECH met with various municipal jurisdictions to negotiate staging areas for assembly and construction preparations. This included selecting various marine operators and installation vessel operators.

Government Relations: ORTECH managed both government and pubic relations firms retained by Windstream to ensure proper strategic focus and messaging was adhered to.

Wind Resource Assessment: ORTECH developed a full wind resource assessment including energy yield, off-shore wind projections from existing onshore wind data and advance off-shore wind modeling.

Investment Memorandums: ORTECH assisted in creating inputs for the investment memorandum including some visual representations, financial models, revenue projections, and other technical aspects.

Supporting Financial Models: With inputs from the wind resource assessments, and other data such as indicative pricing from various vendors; ORTECH developed financial models to assist in obtaining financing.  The financial models evaluated various tax structures and incentive programs.

Operations and maintenance (O&M) costing: ORTECH developed a comprehensive O&M costing plan using a lifecycle cost benefit approach.

Revenue Projections: Based on the wind resource assessment, ORTECH developed a 20 and 25 year revenue projections for this project.  These figures were included in the investment memorandum.
